Every state is made out of propaganda.

Propaganda is what every state employs to encourage its citizens to think of their state as superior to other states.

Thinking of their state and how good it is to them, the citizens think of their state as benign.

There are no benign states.

There were once, but even then the states that presented themselves as benign were not benign but were made out of propaganda.
