Anything's possible, with a big budget and imperial ambitions.

Generals in Ancient Greece were elected by the polis, the people eligible to vote that is, those exercising their democratic rights in its primitive but somewhat purer state.

I hadn't known that Generals were elected in Ancient Greece until I started reading about the classical world.

Cabin-bound yesterday by unexpected nasty weather--rain, big winds, temperature drop of 30 degrees Fahrenheit--I read by the fire about The Battle of Salamis in which the Greeks routed the Persians, a victory many historians believe propelled Greece's increasingly expansionist spirit...

...whatever.

By dusk, the rain stopped. I gathered my troops and headed down the hill, on the lookout for predators and other people who might do me harm, my own general fighting my own war.
